The Chief’s Qualification Bill was signed in law, Chapter 406, on 12/21/2018.

A summary of the provisions and requirements are:

Requires that the fire chiefs appointed in combination departments with five or more paid fire fighters have certain qualifications.  The law applies to fire chiefs appointed after the effective date of the law, on January 20, 2019.

Specifically, the law requires that the new fire chief:

“satisfy the basic requirements for education, health and physical fitness established by the state fire administrator pursuant to section 158 of the executive law.”

AND

“successfully completed training and education courses of minimum contact hour criteria approved by the state fire administrator and received certification for supervisory level 1 or higher pursuant to 19 NYCRR 427.9.

In summary they need a minimum of 229 hours of approved training courses, Supervisor 1 training and the records will be maintained by OFPC.
